The Manchester United striker attended a wedding party at the national team’s hotel but was pictured looking worse for wear.
England interim manager Gareth Southgate is expected to remove Rooney as captain and faces an uncertain future on the international scene.
The Football Association are investigating claims Rooney ignored Southgate’s request to leave the wedding party after being instructed to finish up for the night.
Rooney has apologised for his actions but Southgate is already planning on naming a successor for the role.
